On a mild spring afternoon in West Philadelphia, the kind of day that draws people out of their homes, 17-year-old Zakee Watkins was enjoying the weather in a park on the 6300 block of Arch Street. It was Wednesday, March 23, 2016, and the late afternoon sun warmed the neighborhood. A little after 5:00 p.m., the tranquility was shattered by the sound of gunfire.
