Michael Randall, a White/Caucasian male from Tulsa, Oklahoma, was found dead in his truck on the morning of July 7, 1999, in the parking lot of Sandburg Elementary School on East 3rd Street. He had driven there sometime before dawn, and when a school employee arrived for work at about 5:30 a.m., the truck was already parked on the lot with Randall sitting inside.
