On July 15, 1999, James Foster Jr. was found murdered in a vacant apartment building in Tulsa, Oklahoma. Foster had been shot to death, and his case remains unsolved. Despite an investigation by the Tulsa Police Department, no arrests have been made, and the case has since become a cold case.
