Do you know who murdered Mark? In the early morning hours of October 19, 2003, a quiet Tulsa, Oklahoma neighborhood was disturbed by a grim discovery. Officers were dispatched to a residence at 2627 E. 29th Street following a 'man down' call. Inside, they found the body of 41-year-old Mark Phillips, a Black male. The scene within the home told a story of violence, and it was soon determined that Phillips had been strangled to death.

Police Department. The crime scene was processed, but there was little evidence to point towards a suspect or a motive for the brutal act.
