In the late hours of a winter evening, on February 4, 2005, Richard Don Latty was shot twice outside his condominium in the 2900 block of East 51st Street in Tulsa, Oklahoma. He was discovered after being seen talking to individuals in front of his home. The 56-year-old man was rushed to a local hospital where he succumbed to his injuries the following day.
