On a winter evening in Tulsa, Oklahoma, 16-year-old Richard Ervin Liggins Jr. was taking a shortcut with his friends through a neighborhood. As they passed through the 1500 block of East 51st Street North on January 29, 2006, the teenage male was shot once in the backyard of a residence at 1557 East 51st Street North.
