In the autumn of 2007, a quiet evening in Tulsa, Oklahoma, was shattered by an act of violence that claimed the life of 31-year-old Matthew Douglas, an African-American male. On the night of October 16th, at approximately 9:30 p.m., Douglas was sitting in his car in the parking lot of an apartment complex located at 3316 East Marshall Street when an unknown assailant opened fire, striking him multiple times.
