Phuc Minh Vo, a 34-year-old man from San Jose, went out in the early hours of November 2, 2025, to Z Town Gastro Bar, a Korean restaurant and bar on the 8400 block of Elk Grove Florin Road in Elk Grove. In the crowded, late-night atmosphere just after 1:30 a.m., an argument inside the bar flared between another patron, later identified by police as 43-year-old Sacramento resident Roderick Randall, and one of the men there.
Within moments, the confrontation turned into a burst of gunfire inside the business, sending panic through the room as patrons fled and four men were left wounded or dying on the floor.
When officers arrived, they found three of the victims still inside Z Town Gastro Bar, all suffering from gunshot wounds, while a fourth man had managed to drive himself to a hospital. One of those shot, later identified as Kim Kha Huynh, was pronounced dead at the scene, his body left where the chaos had erupted moments earlier. Vo was rushed from the bar by fire personnel to a local hospital, critically injured, while the other two wounded men were reported in more stable condition and expected to survive. In the days after the shooting, investigators pieced together that the violence had begun with that argument between Randall and one of the victims, but they still could not say what had sparked it or how, if at all, the gunman knew the men who were shot.
Vo’s fight for his life continued away from the public eye, in a hospital room where doctors treated the catastrophic gunshot wound to his head that had left him in critical condition from the moment he was brought in. Several days after the shooting, on November 6, he succumbed to those injuries and died at the hospital, becoming the second person to lose his life as a result of the gunfire inside Z Town Gastro Bar. In official notices, Elk Grove police and the Sacramento County Coroner’s Office described him as the 34-year-old San Jose man who had been clinging to life since the early morning of November 2; by the end of that week, his name was publicly released as Phuc Minh Vo, and gun violence memorial records marked his death alongside Huynh’s as part of the same incident.
As Vo’s death was confirmed, detectives widened their focus from the immediate crime scene to the man they said had fired the shots. Police publicly named Randall as the suspected gunman, emphasizing that he should be considered armed and dangerous and asking the community for help in finding him. At the same time, they announced the arrest of his 25-year-old girlfriend, Thao Tran, who investigators said had helped him after the shooting; she was booked into the Sacramento County Main Jail on suspicion of being an accessory to a crime and held without bail. Even after both Huynh and Vo had been declared dead and the two surviving victims released from the hospital, police statements still described Randall as a fugitive, and the investigation into the killings at Z Town Gastro Bar remained open, with the search for the suspected shooter continuing in the shadow of the lives lost that night.
