In the early morning hours of June 21, 2025, the life of 18-year-old Rakel Devon Howard, a Black male, was tragically cut short in his hometown of Blackville, South Carolina. Just after 2:00 a.m., officers from the Blackville Police Department were dispatched to the vicinity of Davis Street and Oak Avenue following reports of gunfire. Their initial search of Davis Street yielded no evidence of a shooting, but a subsequent 911 call directed them to Oak Avenue.
Upon their arrival at Oak
Avenue, officers made a grim discovery in the backyard of a residence. They found Rakel Howard unresponsive and bleeding from what appeared to be a fatal gunshot wound. Despite the immediate medical assistance provided by first responders, his injuries proved to be too severe, and he was pronounced dead at the scene. The Barnwell County Coroner's Office later confirmed his identity.
The Blackville Police Department, with the assistance of the South Carolina Law Enforcement Division launched a homicide investigation into Rakel's death. Investigators processed the scene for evidence and began the arduous task of piecing together the events that led to the shooting. In the months that followed, however, the investigation struggled to gain traction. By late September, authorities announced a cash reward for any information that would lead to the identification, arrest, and conviction of the person or persons responsible for his murder.
As of November 2025, no arrests have been made, and no suspects have been publicly named in connection with the shooting. Rakel Howard's family has made emotional pleas to the public, begging for anyone with information to come forward and help bring them a sense of closure. They remember him as a kind and compassionate young man who loved his family and friends. The community has been left to mourn the senseless loss of a young life, while the search for justice continues.
