Franklin Hughes, 32, male, was found shot on the night of July 2, 2025, in the 3000 block of Westfield Avenue in Baltimore’s Northeast District. Officers were dispatched around 11:11 p.m., and medics rushed him to a hospital, where he died from his wounds.
