Raymond C. Mays, 39, a Black/African American man from Sacramento, was shot shortly before 12:45 a.m. on August 27, 2025, in the 200 block of Bannon Street, a stretch of the River District near Richards Boulevard.
Officers found the 39-year-old male with at least one gunshot wound; despite life-saving efforts and transport to a local hospital, he died from his injuries.
