Jimmy Ray Payne, a 21-year-old Black male, was one of the victims in the string of killings that plagued Atlanta between 1979 and 1981. He disappeared on April 23, 1981, after leaving his home on Magnolia Street, reportedly en route to a coin shop and later a job interview. He never arrived at either destination.
