Debra Denise Terrell Mackey, a 20-year-old African-American woman from Lubbock, Texas, was reported missing on January 6, 1982. She had last been seen five days earlier near the 1700 block of Avenue E. Her disappearance remained a mystery for decades, with no immediate leads or identification of her remains.
On February 16, 1982, the nude and headless body of a petite woman was discovered in Hale County, Texas, approximately 45 miles from Lubbock.
The body was badly decomposed, and her hands had been bound behind her back using a bra. The medical examiner at the time mistakenly identified the remains as belonging to a Caucasian woman, which significantly delayed proper identification. Fingerprints were lifted from the body, but no matches were found in existing databases. The head was later discovered in a desert area near Scottsdale, Arizona, but was incorrectly matched to the body due to flawed forensic practices.
In 1983, notorious serial killer Henry Lee Lucas confessed to the murder of Debra Mackey. However, his confession was later debunked as part of a broader investigation into coerced and false admissions. Lucas had been manipulated into confessing to hundreds of unsolved cases in exchange for food and privileges, including milkshakes and hamburgers. His confession in Debra's case was dismissed in 1986.
The body was buried in 1993 in Hale County under the name “Jane Doe.” Years later, in 2015, the grave was exhumed due to growing doubts about the original autopsy and identification. The DoeNetwork and the DNA Doe Project became involved, using advanced forensic and genealogical techniques to reexamine the remains. On November 15, 2022, the body was positively identified as that of Debra Denise Terrell Mackey, finally restoring her name and dignity after more than 40 years.
Despite the identification, the case remains unsolved. No arrests have been made, and no suspects have been publicly named. The Lubbock Police Department and the Texas Department of Public Safety continue to investigate the circumstances surrounding her death. Authorities have urged anyone with information to come forward, offering a $5,000 reward for details that lead to an arrest or identification of those responsible. Debra Mackey's story stands as a tragic example of investigative failures and the long road to justice for victims of violent crime.
