Deborah Williams, a 28‑year‑old Black female from Los Angeles, California, was found dead on November 16, 1992, in a stairwell leading down to a boiler room at the 97th Street School in the Vermont‑Vista neighborhood of South Los Angeles. Her body, determined to be that of a young Black woman, was discovered in a secluded area late that night.
The manner of death was homicide, with evidence later confirming strangulation as the cause.
Initially, investigative efforts into Williams's death—and those of similar victims—led to the wrongful conviction of David Allen Jones, who had confessed under duress to multiple murders including that of Deborah Williams. At the time, Jones was a younger Black male, illiterate, working as a janitor, and had no substantial physical evidence linking him to the crimes.
In 2004, however, advances in DNA testing prompted law enforcement to reexamine the evidence. The results unequivocally linked serial killer Chester Dewayne Turner, a 53‑year‑old Black male at the time of DNA comparison, to Deborah Williams and three other victims. The DNA evidence clearly matched biological materials found on or near Williams's body, conclusively disassociating Jones and confirming Turner as the perpetrator.
Chester Dewayne Turner was already serving a death sentence for the murders of ten women, convictions secured in 2007. In February 2011, following the new DNA linkage, Turner was charged with four additional murders, including Deborah Williams's. In June 2014, a Los Angeles County jury convicted him of Williams's murder and three others. He was again sentenced to death on June 26, 2014. No further arrests were made related to Williams's death, and Turner remains the sole suspect and convicted killer.
