Mary Rae Carter, a 79-year-old White female, died tragically on November 26, 1984, at the North Horizon Health Center, a nursing home located in St. Petersburg, Florida. Carter was one of several vulnerable elderly patients entrusted to the care of medical staff at the facility, a place meant to provide comfort, compassion, and dignity during the twilight years of their lives.
