Jenny Soto, 23, was a Latina woman from New York City whose final night began like so many others in Manhattan, where the streets around the Williamsburg Bridge stayed bright and loud long after midnight. Late on November 16, 1992, she was last known to be out in the city, and her family would soon be left measuring time in phone calls that didn’t come and footsteps that never returned.
