In the early hours of Sunday, May 11, 2025, the city of Portland was marked by a grim act of violence that claimed the life of a 49-year-old Hispanic male named Froilan Ortiz. At approximately 7:03 a.m., Portland Police officers from the Central Precinct were dispatched to the Old Town neighborhood after receiving reports of shots fired near the Steel Bridge at Northwest Naito Parkway.
