On November 6, 2011, Luis Garibay, a 19-year-old from Oakland, California, was tragically shot and killed in a city that experienced over 100 homicides that year. The violence in Oakland during 2011 was alarming, with the majority of these homicides occurring in East and West Oakland, areas frequently plagued by gun violence. Garibay's murder occurred during a time when the city was grappling with a high number of unsolved killings, and the clearance rate for homicides remained low.
