Todd Payton, an 11-year-old boy, was tragically murdered on November 13, 1972. He was one of the victims of Robert Frederick Carr III, a notorious American serial killer and pedophile. Carr, who was born on December 22, 1943, in Virginia, had a troubled childhood and a history of criminal behavior. He admitted to molesting more than a dozen children and was eventually convicted of multiple murders and sexual assaults.
