Sergeant Randy Loy Davis, a 28-year-old male of unspecified ethnicity, was a dedicated officer with the Longview Police Department in Texas. On January 27, 1984, Sgt. Davis was part of a narcotics unit executing a search warrant at the Globe Trotter Motel on East Marshall Avenue. The team was investigating Charles James Billups, a suspected drug dealer, who had been caught selling methamphetamine earlier that day.
As Sgt.
Davis and his team approached the suspect's room, Davis obtained a key from the hotel manager to gain quick access and prevent the suspect from destroying evidence. However, as they began to open the door, Billups fired a single shot, hitting Davis in the chest. Tragically, Davis was not wearing a bulletproof vest and was later pronounced dead at the scene.
Billups briefly barricaded himself in the room, leading to a standoff with the police. Eventually, he surrendered and was arrested. Billups was later sentenced to 15 years in prison for murder and drug charges. He was released on parole in 1990.
The door that Davis was opening at the time of his death was later placed in the police department as a memorial to him, serving as a reminder to officers of the dangers they face daily. Sgt. Davis left behind a wife and two children.
This tragic incident remains one of the darkest days in the history of the Longview Police Department, and Sgt. Randy Loy Davis's legacy continues to be honored and remembered by his fellow officers and the community.
