Sergeant Randy Loy Davis, a 28-year-old male of unspecified ethnicity, was a dedicated officer with the Longview Police Department in Texas. On January 27, 1984, Sgt. Davis was part of a narcotics unit executing a search warrant at the Globe Trotter Motel on East Marshall Avenue. The team was investigating Charles James Billups, a suspected drug dealer, who had been caught selling methamphetamine earlier that day.
