Walter Leon Williams, a 47-year-old African American male, was a dedicated officer with the Dallas Police Department. On the night of August 1, 1988, Officer Williams and his rookie partner were investigating a disturbance at an apartment complex located in the 3700 block of Mount Ranier Street in the Oak Cliff section of Dallas, Texas.
