Michael Ray Eakin III, a 25-year-old male of Caucasian ethnicity, was a dedicated police officer with the Harris County Precinct 1 Constable's Office in Houston, Texas. On September 29, 1998, while on patrol, he conducted a routine traffic stop on a vehicle occupied by four passengers. During the stop, one of the passengers, a 17-year-old juvenile, exited the car and fled into a wooded area. Deputy Constable Eakin pursued the suspect on foot, and a struggle ensued.
