Hallis Kinsey, a 26-year-old Black man, tragically died on March 17, 2014, in Houston, TX. The incident occurred when Kinsey attempted to rob someone, who managed to escape and call the police. Officer T. Truong responded to the scene and found Kinsey running away. When Officer Truong attempted to arrest Kinsey, he resisted and fled.
