William L. Payton, a 22-year-old from Kansas City, Missouri, was shot and killed on December 11, 2009. His homicide took place near the intersection of East 24th and Brighton Avenue. Officers responded to reports of gunshots in the area and found Payton with fatal injuries inside his vehicle. Despite efforts by first responders, he was declared dead at the scene.
