Jose Francisco Palacios Paz, a 33-year-old Honduran man, was found dead on March 16, 2015, floating in the waters of Laguna Madre near South Padre Island, Texas. His body was discovered by fishermen, and it was determined that he had been decapitated. Palacios Paz, who was known as "Franky" to his friends, worked at Veteran's Tire Shop in Edinburg, Texas.
