Victor Navarro, a 38-year-old man from Rosenberg, Texas, tragically lost his life on March 20, 2015. Navarro, a father of three, was fatally shot outside his home following a dispute over his loose pit bull attacking a neighbor's dog. The incident occurred around 10:46 p.m. on Seabourne Meadows Drive.
