Steven Boyd Norton, a 47-year-old male, was fatally shot by Kerrville police on August 16, 2015. The incident occurred at his home on Linda Joy Street after officers responded to a domestic violence call. Norton, who owned a local pest-control firm, was reported to have assaulted his wife and daughter before arming himself with a rifle. His wife, Jennifer Norton, contacted authorities, stating that he had become violent.
She and her daughter left the home before officers arrived.
Upon arrival, police attempted to establish communication with Norton but were unsuccessful. Shortly after, Norton emerged from his home and fired in the direction of the officers. In response, four officers returned fire, with three of them shooting a total of 12 bullets. Norton was struck once in the lower back. He was later transported to a hospital in San Antonio, where he succumbed to his injuries.
A grand jury reviewed the case and determined that the officers' use of deadly force was justified. The investigation, led by Texas Ranger Kevin Wright, was unable to identify which officer fired the fatal shot, as the bullet had disintegrated. The officers involved in the shooting were identified as Sgt. Jonathan Lamb and officers Roy Alonzo, Daniel Haas, and Stephen Wherry. Jennifer Norton described the incident as an anomaly in their eight-year marriage and expressed her belief that the police acted appropriately. Authorities concluded that no criminal conduct had occurred on the part of the officers.
