Tahara Bernard Goins, a 40-year-old African American male, passed away on August 5, 2016, at Jeannie Sealy Hospital in Galveston, Texas. He was born on June 2, 1976, in Galveston, Texas, to Harry and Pamela James. His death was the result of a fatal shooting incident in Texas City, Texas. The circumstances surrounding his death led to an extensive investigation by the Texas City Police Department.
