On January 5, 2018, Brandy Nicole Smith-Rhines, a 39-year-old African American woman, was tragically killed in her home in La Marque, Texas. Born on August 1, 1978, in Galveston, Texas, Brandy was the daughter of Brenda Parson and Leon Walker, and was raised by her mother and stepfather, Sam Parson Sr. She is survived by her five children.
