Franklin Davonne Telemaque, a 33-year-old male of African American ethnicity, tragically passed away on July 19, 2021, in Houston, Texas. Telemaque was fatally shot in the 9400 block of North Interstate Highway 45 Freeway around 12:30 a.m. The incident occurred when Telemaque pulled over onto the emergency shoulder after running over debris.
