In the summer of 2014, the life of Justin Neil Davis, a 24-year-old male veteran of the United States Army, came to a tragic end in a Germantown park. His death on the evening of Tuesday, July 15, 2014, was the culmination of a series of personal struggles that had plagued him since returning from a tour in Iraq. Friends and family would later recount the difficulties he faced, including a diagnosis of post-traumatic stress disorder, the recent loss of his father, unemployment, and a pending divorce. Despite these challenges, many remembered him as a doting father to his young daughter.
On the day of his death, Davis had been at the Memphis Veterans Medical Center for an MRI. He reportedly expressed suicidal thoughts to an employee at the hospital. Later that night, concerns for his well-being escalated when the Fayette County Sheriff's Office alerted the Germantown Police that Davis might be in Cameron Brown Park and was possibly suicidal. Officers who responded to the park found Davis in his car, armed with a rifle. They immediately began to evacuate citizens from the area and cordoned it off to contain the situation.

They used both his cell phone and a public address system in their efforts to de-escalate the situation and bring it to a peaceful resolution. However, the confrontation took a fatal turn.
