In the early morning hours of Saturday, May 30, 2015, a violent encounter on the side of Highway 63 in Speedwell, Tennessee, abruptly ended the life of 44-year-old Billy Scott 'Scottie' Brogan. A call to Claiborne County E-911 shortly before 4 a.m. reported a shooting, prompting investigators and the sheriff to respond to the scene. There, they discovered Brogan's body.
An investigation determined that Brogan, a Speedwell resident, had been fatally shot during an altercation. After being shot, he attempted to flee but collapsed in a ditch near the back of his vehicle. Investigators found three spent. 38 shell casings at the location. His body was transported to Claiborne County Hospital, where he was officially pronounced dead, and later sent to the UT Medical Center for an autopsy.
At the scene of the crime, authorities took 58-year-old Roy Michael Ford into custody, also a resident of Speedwell who lived on the same street as Brogan. A handgun believed to be the weapon used in the shooting was also recovered. Ford was arrested and booked into the Claiborne County Jail, initially held without bond.
Roy Michael Ford was subsequently charged with the murder of Billy Scott Brogan. In January 2017, a Claiborne County Criminal Court jury found Ford guilty of second-degree murder. He was later sentenced by a judge to 17 years in prison, to be served entirely at the Tennessee Department of Corrections.
