The incident, which unfolded on the afternoon of October 23, 2016, in the Raleigh neighborhood, stemmed from an altercation that spiraled out of control.
Williams, a Black male, was at the Kmart on Austin Peay Highway to participate in the handover of his girlfriend's one-year-old child to the boy's father.
An argument erupted between Williams and the child's father, leading to the fatal shooting. After the incident, the suspect fled the scene with the young child, prompting a search by authorities.
