Ke'Shawn Carter, a 20-year-old male of African American ethnicity from Harrisburg, PA, tragically lost his life on October 7, 2021. He was found dead in the parking lot of the East Park Gardens Apartments in Swatara Township, Dauphin County. The circumstances surrounding his death were determined to be a shooting incident.
