Death by Force

Douglas L. Kapel, a 48-year-old male from Fairport Harbor, died on September 2, 2016, in Port Clinton, Ohio. The circumstances surrounding his death were unusual and tragic. Kapel was involved in a traffic stop initiated by a Trooper who observed his vehicle speeding on Route 2. During the stop, Kapel informed the Trooper that his license was suspended.
