In the intricate web of a Detroit fraud and drug conspiracy, Devin Wallace, a 30-year-old man from Novi, Michigan, found his life tragically cut short in a brazen murder-for-hire plot. On the evening of September 11, 2015, Wallace was seated in his white Mercedes outside the 'They Say' restaurant in the city's Warehouse District when a black Dodge Charger pulled alongside. A passenger emerged and fired multiple shots, striking Wallace nine times, with six bullets to his head.
The calculated nature of the attack, captured on surveillance video, pointed to a deliberate and planned execution.
The investigation that followed peeled back the layers of a criminal enterprise. It was revealed that Wallace was involved with several other men in a scheme that used stolen identities to fraudulently obtain cars, apartments, and furniture, which were then leased to drug dealers. Prosecutors asserted that greed was the primary motive for Wallace's murder, as his co-conspirators sought to eliminate him and assume his role within the operation.
The orchestrators of the murder were identified as Deaunta Belcher and Darnell Bailey. They offered money, a vehicle, and other forms of compensation to Andre Watson and Stephen Brown to carry out the killing. For weeks, Watson and Brown searched for Wallace, and on the day of the shooting, Belcher informed them of Wallace's location at the restaurant. A third man, Billie J. Chambers, drove the vehicle used in the fatal drive-by shooting. In an attempt to mislead investigators, Belcher and Bailey falsely claimed that Wallace had been killed for cooperating with the Drug Enforcement Administration in a separate investigation.
The collaborative efforts of the Detroit Police Department and the FBI's Violent Crimes Task Force led to the arrest and prosecution of all individuals involved. Andre Watson was convicted of murder-for-hire and other charges, receiving a sentence of life in prison plus ten years. Deaunta Belcher was also convicted for his role in orchestrating the hit. Stephen Brown and Billie J. Chambers pleaded guilty to murder-for-hire for their involvement, receiving sentences of 17 and 12 years in prison, respectively. Darnell Bailey also faced sentencing for his part in the conspiracy.
