In the Central City neighborhood of New Orleans, a place she knew from her own childhood, 24-year-old Police Officer Nicola Diane Cotton was on patrol alone on the morning of January 28, 2008. A two-year veteran of the New Orleans Police Department, she was dispatched to the 2000 block of Earhart Boulevard shortly after 9:30 a.m. There, she encountered a man named Bernel P.
