On a tragic Friday afternoon, September 20, 2019, the community of Mandeville, Louisiana, lost a dedicated public servant. Vincent Liberto Jr., a 58-year-old male Captain with the Mandeville Police Department, was killed in the line of duty, ending a distinguished 25-year career with the force. His death marked the first time in over half a century that a Mandeville police officer was killed while on duty. A veteran of the U.S. Marine Corps, Liberto had served for a decade before embarking on his long and respected career in law enforcement.
The fatal incident began with a seemingly routine traffic stop that quickly escalated into a high-speed chase. The pursuit came to a crashing halt at the intersection of Causeway Boulevard and Louisiana Highway 22. At this point, one of the occupants of the pursued vehicle, Mark Spicer, exited the car and opened fire. Captain Liberto was struck by the gunfire and fatally wounded. Another officer was also wounded during the violent encounter.
Following the shooting, both individuals in the suspect vehicle were taken into custody. The man identified as the shooter, Mark Spicer, then 21 years old, was charged with first-degree murder of a law enforcement officer and attempted first-degree murder of a law enforcement officer, along with numerous other charges. After his arrest, Spicer reportedly entered a nearby McDonald's and then a church before he was apprehended.
In October 2023, Mark Spicer pleaded guilty to murder in a St. Tammany courtroom. As part of a plea agreement supported by Captain Liberto's family, he was sentenced to life in prison without the possibility of parole. Before being sentenced, Spicer offered an apology in the courtroom. The resolution of the legal proceedings brought a measure of closure to a case that had deeply affected the Mandeville community and the law enforcement brotherhood.
