Patrol Officer Randall A. Blank, a 23-year-old white male, tragically lost his life on December 31, 1980, in Rockford, Illinois. Officer Blank was responding to a report of a purse snatching at a local bar when he encountered the suspect. During the ensuing foot chase, a struggle ensued, and the suspect managed to gain control of Officer Blank's service weapon, ultimately shooting him in the head.
