Marshal Roy L. Frakes, a 30-year-old white male, tragically lost his life on July 20, 1992, in Chicago, Illinois. Frakes, who was serving as a Deputy U.S. Marshal, was killed in a shootout outside the Everett M. Dirksen U.S. Courthouse. The incident occurred when a prisoner, who had managed to remove his handcuffs with a smuggled key, attempted to escape from the courthouse. The prisoner assaulted a guard in the basement, taking her revolver, and then encountered Deputy Marshal Frakes.
In the ensuing confrontation, Frakes was shot twice and fatally wounded. Special Deputy Marshal Harry Belluomini, who confronted the prisoner next, was also mortally wounded in the exchange of gunfire. The prisoner, seriously injured, ultimately committed suicide.
The investigation into the incident revealed that the prisoner had received the handcuff key from another inmate. This inmate was later convicted of perjury and sentenced to 20 years in prison for his role in the escape attempt.
