Dell Otis Fountain, a 40-year-old African American male, was a police officer with the Chicago Police Department. He tragically lost his life on March 22, 1996, in Chicago, Illinois. Officer Fountain was a dedicated member of the force, having served for nearly three years. The incident leading to his death occurred in his apartment building located at 3934 West Van Buren Street.
