Jeffrey Dampier Jr., a 39-year-old African American man, was born on March 24, 1966, on Chicago's West Side. In 1996, he won a $20 million Illinois Lottery jackpot. Following his divorce, he relocated to Tampa Bay, Florida, with his new wife, Crystal Jackson. There, he invested in a gourmet popcorn business and generously supported his extended family, including his sister-in-law, Victoria Jackson.
