The incident occurred in the early afternoon when Addison police responded to reports of shots fired and a traffic crash at the intersection of Denise Court and Elizabeth Drive. Inside the vehicle, they found Kevin Bustos Garcia and Alberto Rios, a 20-year-old male from Villa Park, both unresponsive and suffering from gunshot wounds. Kevin Bustos Garcia was transported to Alexian Brothers Medical Center in Hoffman Estates, where he was pronounced dead shortly after arrival.
The investigation revealed that the shooting was a targeted attack. Jorge L. Vargas, a 20-year-old male, was identified as the suspect. Vargas allegedly fired multiple shots from a third-story window of an apartment building at the vehicle driven by Kevin Bustos Garcia. The vehicle was parked outside the apartment where Vargas was located. After being shot, Kevin attempted to drive away but crashed into a tree. Vargas was apprehended the following day in Fairmont City, just outside East St. Louis, and was charged with two counts of first-degree murder and one count of attempted murder.
During the legal proceedings, it was revealed that the incident stemmed from an argument between Vargas and Rios. Prior to the shooting, Rios had fired gunshots into the air and left threatening messages, indicating his intention to return to the apartment and harm those inside. When Rios returned with Kevin Bustos Garcia, Vargas was waiting and opened fire, resulting in the deaths of both young men. Vargas later confessed to the crime and was sentenced to 25 years in prison after pleading guilty to two counts of second-degree murder.
