Billy Ray Manning, a 26-year-old male from Rockford, Illinois, tragically lost his life on September 23, 2017. He was found by police after responding to shots fired in the 900 block of Rockton Avenue around 2:30 a.m., as a party was breaking up. Manning was taken to a local hospital where he later died. The incident occurred at a large party, and the police investigation revealed that he had been fatally shot.
