Justen Conner, a 32-year-old African American male, was tragically found dead in East St. Louis, Illinois, on September 3, 2019. His body was discovered around 3 a.m. on Belmont Avenue, and it was determined that he had been shot in the head. The incident shocked the local community and prompted an immediate investigation by the East St. Louis Police Department and the Illinois State Police Division of Criminal Investigations.
