Herman Bowser, a 52-year-old African American male, tragically lost his life on January 1, 2021, in Rockford, Illinois. The incident occurred during a violent car-to-car gun battle near Brown Avenue and Church Street. According to reports, the altercation began around 6:30 a.m. when two vehicles were seen chasing each other and exchanging gunfire.
