Kevin Powell, a 54-year-old African American man, tragically lost his life on March 25, 2023, in Chicago, IL. Powell, who was homeless at the time, was found unresponsive on the landing of a stairwell inside the LaSalle station on the CTA Blue Line. The incident occurred after Powell had fallen asleep on the platform next to a wheelchair full of his belongings. Emmet Richardson, a 40-year-old CTA customer service employee, was caught on surveillance video brutally attacking Powell.
The video footage showed Richardson kicking Powell's wheelchair, dragging him by his hood, and repeatedly beating him over the course of an hour. Powell did not fight back during the attack and was later pronounced dead at Northwestern Memorial Hospital.
The autopsy revealed that Powell died from a combination of a drug overdose and the stress of the attack. Richardson was subsequently indicted on charges of first-degree murder and aggravated battery. The Powell family filed a wrongful death lawsuit against the Chicago Transit Authority (CTA) and Richardson, seeking more than $50,000 in damages. The lawsuit claims that the CTA was aware of Richardson's negative treatment of customers and had received complaints about his behavior prior to the attack. Despite these warnings, Richardson remained employed by the CTA until the incident.
