Dougherty County Police Lieutenant Clifford “Cliff” Rouse, a 39-year-old male, was an 18-year veteran of law enforcement. His life was tragically cut short on the night of December 23, 2010, while responding to an armed robbery at a Pitt Stop convenience store in East Albany. While canvassing the area for the suspect, Lt. Rouse identified a man who matched the description given by the store's employee.
In the ensuing confrontation, as Lt. Rouse attempted to make an arrest, the suspect, Dontravious R. Thomas, then 24 years old, fired a Glock 9 mm pistol, striking the lieutenant twice in the abdomen just below his protective vest. Other officers who arrived on the scene found Lt. Rouse beside his patrol car. He was rushed to a nearby hospital but ultimately succumbed to his wounds, marking the first line-of-duty death in the history of the Dougherty County Police Department.
Following the shooting, a large-scale manhunt was initiated, involving multiple law enforcement agencies. The search concluded hours later when Thomas was discovered hiding underneath a trailer in a mobile home park not far from the crime scene and was subsequently arrested. It was later revealed that Thomas had a criminal past and was on probation at the time of the murder, having previously violated its terms on two occasions without being incarcerated.
Initially, the prosecution intended to seek the death penalty for Thomas. However, in a turn of events in February 2015, a plea deal was agreed upon after consultation with Lt. Rouse's family. To avoid the death penalty, Dontravious R. Thomas pleaded guilty to malice murder and felony murder. He was sentenced to life in prison without the possibility of parole. On top of the life sentence, Thomas was given an additional 65 years for a slew of other charges, including armed robbery, aggravated assault, and various firearm possession offenses, all to be served consecutively.
