Donald Harp, a 22-year-old African American male, died on March 4, 1983, in Miami, Florida. His death occurred under tragic circumstances involving a police officer. On the night of the incident, Harp was involved in a car accident. As officers attempted to pull him from the vehicle, Officer Robert Koenig, a white rookie, fatally shot Harp.
