Frederick J. Groves Jr., a 41-year-old white male, tragically lost his life on September 15, 1984, in West Palm Beach, Florida. Groves, who served as a trooper with the Florida Highway Patrol for 14 years, was conducting a routine traffic stop on the Florida Turnpike when the incident occurred.
